Paul R. Billings, MD, PhD,
FACP, FACMG
Dr. Billings is Vice President for Life Sciences
and Clinical Affairs for WIPRO, Ltd., via its subsidiary WIPRO HealthScience
(www.wipro.com/healthcare).
He is also a Co-Founder of GeneSage, Inc. (www.genesage.com)
where he recently acted as Executive Vice President and Chief Scientific
and Medical Officer. He has been Editor-in-Chief of GeneSage’s
GeneLetter (www.GeneLetter.com),
the leading on-line magazine of genetic medicine, society and culture.
In addition, Dr. Billings is an Adjunct Professor
in the Department of Anthropology at the University of California
at Berkeley and is Co-Principal Investigator on a Robert Wood Johnson
Foundation funded project studying the impact of genomic medicine
on health care.
WIPRO, with over fourteen thousand employees and
revenues in excess of $1 billion annually, is a global consulting

GeneSage is a new company that seeks to translate
the promise of progress in human genetics in to solutions for health
care providers and consumers.
Prior to assuming his current responsibilities,
Dr. Billings was Deputy Network Director and Chief Medical Officer
of the Heart of Texas Veterans Health Care System. In Texas, Dr.
Billings’ duties included insuring high quality health care
for over 1 million eligible patients and supervising 3 integrated
medical staffs of over 700 physicians.
In addition, he directly oversaw nearly 30 million
dollars of peer-reviewed research and supervised the training of
approximately 300 medical residents in collaboration with 3 major
university affiliates.
Dr. Billings has devoted more than 10 years of
his professional career to the health care of veterans and other
needy populations.
To his corporate and clinical activities , Dr.
Billings brings his expertise in clinical genetics, the genetics
of common diseases, the influence of genetic technology on society,
and the biology and health impacts of stem cells. He is also an
internationally recognized authority on genetic discrimination.
Dr. Billings has been a member of the faculties
at Harvard Medical School, the University of California at San Francisco,
Stanford University and the University of California at Berkeley.
He has also served as Chief of the Division of Genetic Medicine
and Vice-Chairman of the Department of Medicine at Pacific Presbyterian
Medical Center in San Francisco (now called the California Pacific
Medical Center) where he founded the Center for Inherited Diseases
and led the Program in Genetics and Society, the Center for Adults
with Cystic Fibrosis, the Breast Cancer Risk Assessment and Management
Program, as well as the Prenatal Diagnostic Center at Alta Bates
Hospital.
Dr. Billings has published over 130 scholarly articles
and book c hapters in addition to his book, DNA on Trial: Genetic
Identification and Criminal Justice. He was a member of the Joint
NIH/DOE Task Force on Genetic Information and Insurance, has been
a technical advisor to the National Association of Insurance Commissioners
and the NIH/FDA Recombinant DNA Advisory Committee, and has testified
on many occasions to the United States Congress and to state legislatures
on issues involving human genetics. His work and comments appear
frequently in all major popular media.
Dr. Billings received his MD and PhD degrees from
Harvard University in 1979. His thesis advisor was Nobel Laureate,
Baruj Benacerraf, MD. He completed his clinical training in Internal
Medicine and Medical Genetics at the University of Washington in
Seattle in 1983. He is a Founding Fellow of the American College
of Medical Genetics, a Fellow of the American College of Physicians
and a Distinguished Lecturer for the national science society, Sigma
Xi.
He chairs the Medical Advisory Board of Cord Blood
Registry, Inc. where he previously was Medical Director, and the
Board of Directors of the Alpha-1 Association and the Council for
Responsible Genetics. He is also a member of the Board of Directors
of the Cord Blood Donor Foundation and the Cardiac Arrhythmia Research
and Education Foundation.
He currently provides advice on research and development
to many large companies in the Life Sciences and Pharma sectors
and is an active affiliate of the Institute for the Future.
